They do this for cargo and the pricing works well. I just flew on AA and noticed that they charged for a second checked bag, which seemed outrageous enough as is. I predict they are going to have a lot of angry customers that try to bring slightly too big suitcases on as carry ons, only to have them taken away at boarding.
