I think the idea of having the second room used for the cookie, candie and cupcake tables is a great idea! Also, having the room for people to "get away" is also great because sometimes people really do need a break from the celebration. Great job! I think you are going in the right direction.

I had initially booked 2 rooms for my wedding reception. A smaller room for the cocktail hour and a large room for the dinner and dancing. But after going to a my first wedding a few weeks ago that had a cocktail hour room, I changed my mind about how I wanted to use the space.
The cocktail room at my friends venue was very small and crowded, you could barely get in the room to get appetizers. Everyone was just standing around in the halls waiting for the do0rs to open for the reception. I didn't like this.
I met with my venue coordinator last week to go over some changes to their policies and expressed my concerns. She suggested keeping the room open all night for coffee, cookies and other treats (I am having a cookie table, candy buffet and cupcakes). In addition I thought of setting up maybe 2 round tables with chairs for people that might want to get away from the noise, to calm the kids, etc. I had initially wanted to do a lounge area and rent couches, so this is an option I am considering as well.
