Have you talked to his doctor about safe constipation remedies?  I know that certain medications (such as Miralax and other laxatives) are not safe for use in children, and other remedies like juices, etc… usually recommended.  Upping his fiber intake with lots of fruits/veggies might be more effective than a laxative, too.

Does he get a treat for going on the potty?  Maybe you can entice him with a really big treat/present for going #2 on the potty (like a special outing?).  Otherwise, I think you’re doing the right thing by not making a big deal out of pooping in his underwear and just reminding him to use the potty the next time.  Potty training takes lots of time and patience, but he’ll get there eventually!  Good luck!
