    You can add a petticoat after alterations are done. It depends on the fullness of the petticoat as to how many inches, if any, that it will raise the hem of the gown.

    How much shorter it makes the dress is dependent on how full the petticoat is.  The fuller it is, the shorter your dress will be.

    Depending on how much it is, you may have to rethink your shoes. Have you called her to see if she has adjusted the hem yet. You may be able to talk to her before she starts.
