I added cap sleeves to my wedding dress. I don’t remember the exact amount for that part, but I do know that it was one of the cheaper things they did!

@smendoza912:  I added cap sleeves for my Casablanca and each sleeve was $15, I’m expecting mine was on the more expensive side though because the entire sleeve was beaded

my mom had cap sleeves added to her mother of the bride dress. i believe it was about $25.

have you considered having them wear shrugs or shawls? we all had to have our shoulders covered for my wedding ceremony, so  i know how hard it is to find modest dresses. my maid of honor’s dress was strapless and the other girls wore halters and i had them wear shrugs. they were 17.99 from target 🙂

@smendoza912:  that’s actually similar to what my mom did. her dress had a sash that she didn’t like, so they used that material for sleeves.

Maybe this isn’t an issue for you, but I wanted to point out that the low cut of the dresses isn’t exactly modest.
