@LDay1983:  How old is FSIL? It might be a little unfair to penalize her for a decision made by her Mom not to go shopping, if she is not an adult.

Maybe there are deeper issues behind this, but whole it might not be the best excuse for them to cancel, it sounds like your FI really overreacted. Threatening to cancel the wedding and kicking out your FSIL over one cancelled appointment? That seems excessive. Did his mom tell him that she cancelled deliberately to cause a problem or is there something else behind it? If not then your FI sounds more in the wrong than his family. 


As as for the uneven sides issue – you do not need even sides. If you want to ask your brothers girlfriend because you are close friends then go for it, if you want to ask her just to make up numbers then don’t do it.

I’d give it 2-3 months and see what happens with your FMIL and FSIL. Once you’re sure your FI isn’t going to change his mind, then (and only then) would I ask brother’s GF to be in your wedding party!

And I’d say something like “I really wanted to ask you, since I feel like you’re my sister already! But FI wanted me to ask FSIL, so I had to. I really hope you’ll stand up with me!”
