We have 23 people coming to our Rehearsal dinner. We are paying for it ourselves and would like to keep the total cost to $500.00 (including tip, drinks, dessert etc). We LOVE downtown Richmond. Our wedding will be in the city and I really want to show off Richmond to Out of Town Guests. I’d love a place with a view or a rooftop. But realistically I need afforable above all else. Would like to food to be American, neither myself or my family enjoy exotic foods. Would like it to still be a formal dinner NOT looking for pizza place, though if I get desprete I may reconsider that…

Try The Tobacco Company. They have banquet menus on their website to give you an idea of their pricing. http://www.thetobaccocompany.com/

My rehearsal dinner is about the same size!
I wanted Bottoms Up at first, but they require a minimum of $1950…ridiculous with 20-something people.
If you’re okay with informal, try Alamo BBQ. Its delicious, but you’d be eating in the outdoor patio. For more flexibility/indoor space, look into the Old City Bar, owned by White House Catering. This is what I’m doing. They’re also catering my wedding, but its not required. They will make you anything you want and you have full access to the venue for the night. They’re in Shockoe Slip.
Another place I considered was CanCan Brasserie in Carytown. They have the best crossaints EVER.
ETA: Since you want a view, look at the Boathouse at Rockett’s Landing. Its right on the James River, but I don’t know about their prices. I’ve also heard good things about Juleps.
Where is your ceremony/reception taking place?
