We are totally doing a bowling after party. We are getting married at 4 and bowling after the reception at nine. But ours is not far.
You could ask the bowling alley if they would open early for you (and pay for it), or provide transportation? What about minigolf? A fun zone? An arcade? Is there a Dave&Buster's?
I live in a place where nothing is 10-15 min away, so I am amazed that you think people wouldn't come! If you think it is because it will be Monday you could always schedule something for Friday or Saturday night when people are more likely to want to go out.

I'm not sure what the rules are, but could you just have a casual picnic at the beach?
If that doesn't work, maybe just try and meet up at a nearby restaurant or park.
We are having a post-party at a bar attached to our hotel - but we are only inviting adults.

Aside from changing our date from June 4 to April 2, FH and I need some help with after-party ideas. We're having a Monday mid-morning beach wedding with a lunch reception in Santa Barbara, California. We would like to do a group activity that night, but we're not too sure what to do. Bar-hopping might not be a good idea because we have a few people who aren't 21 yet.
We really wanted to do bowling, but it's a 10-15 minute drive from Santa Barbara and their bowling doesn't start until 9pm. I don't know if people would be okay with being out that late and I don't know if that's too far for people to drive. Our wedding is very small - under 30 people.
Any ideas bees? I'm so lost!
