No experience with Chicago. But all told our paperwork is going thru 6 dioceses, if you can't our ourseas priest, who is the groom's uncle. Not done yet so no idea on the specific time frame. We're still taking Pre-Cana classes and have our Engged Encounter weekend coming up soon.
I had all the info sent directly to me- the letter of freedom, the letter about being in good standing in my current parish, my records, etc.
For Pre-Cana, they handed us the certificate upon completion.
Then I made copies of everything and gave it to our priest.
Have you tried contacting the diocese in Chicago to check on the status of your packet? If not, I would suggest that you tell them the Phillie diocese needs it by May 15 (or some other arbitrary early date) and hopefully they will get going on it.
Also- talk to your priest in Phillie about the situation- perhaps they can help expedite things.

Quick Vent-
We are getting married in Philadelphia, but we had to do all of our Pre-Marital Investigation paperwork, pre-cana etc. in Chicago. We started this process back in November!!! Our packet is just sitting on a desk in Chicago. So frustrating.
Long story short, the Archdiocese in Philadelphia needs this months in advance. I'm starting to get so paranoid that something is missing or they aren't going to approve my FH's dispensation to get married in another archdiocese to a non-catholic. (unlikely, but I'm still nervous)
Anyone else feel like their paperwork took FOREVER to get to the Church they are getting married in? Any experience with the Chicago Archdiocese taking forever and not being sensitive to an OOT wedding?
