The two best known bridal seamstresses in the DC area is Angie in Fairfax and Estee in Gaithersburg.  They don’t like their info published, but if you post your email address, I can mail you their info.

Both of them have price caps.  I *think* Estee is $175 and Angie is $225, (but I might have it reversed) So they’re usually better and cheaper than alterations at a bridal shop.

Parkway cleaners in Chevy Chase is very well known for doing bridal work and alterations. No idea how much it will cost.

There is also Lee’s Custom Tailoring in Bethesda over by the DSW.  I don’t know how he does for bridal gowns, but Mr. Lee does very ncie work for petite ladies who need the straps, hems etc. adjusted.  He did my bridesmaids dress and my mom’s dress for my sister’s wedding.   He’s on the pricier side for tailoring, but he does great work.
