I am not great at tipping etiquette, but my seamstress also gave me great deals the two times I took my dress in. I paid less than $200 total for removing a strap, taking off an entire chunk of the back, reworking the zipper, hemming the bottom, and all done in 5 day turnarounds each time! I tipped her $40, which is 20%.
I also went to an independent seamstress. After I picked up my dress, got in the car, then realized I didn't tip her... but then also wondered if I should have?
She didn't seem like she was expecting anything though when I left her boutique.
I have never tipped a seamstress. I have one that I go to for various alterations and it doesn't seem like she has ever expected it. I don't really see that as a service industry job. I could be wrong.
I figure if you go to someone who works for themselves that the prices they quote are sufficient.

I'm using an independent seamstress for my alterations. Her prices are FANTASTIC (only $25 for a French Bustle!), should I tip her as well? If so, what amount? 20%?
