you need to select everything that you want to be transparent. you can do this with the magic wand tool. just from looking at the picture, i can tell the edges won't be clean, though. one method i've found around this is setting the threshold pretty high and then after you select it, feather the selection by 1-2 pixels.
then, invert the selection and copy/paste onto a new image with a transparent background.
there's probably other better ways to do this, but this is what first came to mind.

If you've got a larger file size than what you uploaded here, I can do it again for you, no problem. It ain't no thang.
PS instead of GIMP, adjusting your curves to set your white value, and ghost, a flaming pear filter, to knock out everything but the black.

In GIMP, how would I make everything but the outline of the banner transparent? I want to write in the banner as well as print it on colored paper. So lost!
