my guy got his suit at a massive sale from turnbull & asser, but it might be a bit stuffy for the look you're going for. have you tried brooks brothers? or sometimes macy's has great deals on nicer suits. good luck!
I got my guys suit in Midtown. There are lots of offices where I work so I was able to get him something affordable AND stylish.

Banana Republic, yo! Haha, I may be a bit biased as I work there part time. They have 25% off full-priced items all the time.
Jos A. Bank often has buy 1 get 1 free sales, as in buy 1 suit get 1 free. We got my boyfriend 2 suits, plus 2 shirts and 2 ties for the price of 1 suit last fall.
My boyfriend got a great price at Macy's during a recent sale. Slim-fit Calvin Klein for $250ish. They are always having sales, and if you open up a credit card you get even bigger discounts. (Just stay away from their tailoring dept though-- didn't do a great job on his alterations).
My fiance got his at Men's Wearhouse, and it looks great on him!
Have you looked into Bonobos? (www.bonobos.com) They have a showroom in NYC where you can look at the quality and design. I spoke to a few employees at a recent Wedding Salon event and they're a great group of people. I would highly recommend them.

My dude hasn't even started looking for a suit and time's a-going. I was going to go to the Barney's Warehouse Sale but I don't even think Barney's sells mens' suits.
