We are going to Couples San Souci in Jamaica. It’s all inclusive and has a TON of water sports (i.e., scuba, snorking, kayaking, sailing, wind suring, etc.) that are already included! Here is the link to the website for rates for all 4 couples resorts. It would definitely fit your budget! We ended up spending right around $3000 with airfare for 7 days, 6 nights.

ETA: I am not a travel agent either, but I wanted to pass this along. We checked out rates at different travel agents and went with the cheapest we found! Good luck deciding!
