I would start with a trip to your local baking supply store. Using styrafoam as a faux layer is not uncommon! They will have a wide variety of shapes and thickness to get the effect you want. As for the bling, it looks a bit like a rhinestone chain which I have seen at our local fabric store that carries high end fabrics, look for one that says they have bridal materials.

The down side is that you may acutally come out cheaper in the long run buying once since the rhinestone chain can be pricey ($20 a yard). An alternative might be playing around with some different options. Maybe taking poster paper and spray adhesive? Try one of the Martha Stewart glitters, better quality and lovely colors. If you want to try a less expensive and less fine glitter y ou might try sticking the glitter to the paper and then using a gold or silver spray paint to coat the whole thing. Sounds like somthing that could be sorted out on a sunday afternoon!
