Wink is fantastic, can't say enough nice things about his CZs. However, I think he only works with 14 and higher karat gold, which may not be in her budget.
@Fleur.De.Lis: i have a very similar ring to this too from ebay. I have worn it for over a year wih no problems. No cloudiness or anything.
I also have another white gold and cz ring which i have worn everyday for the past 6 years with no problems. its even be un over by a car and is still as it was the day i received it.
I like e14k.com They have really good CZs. I have a ring from them and everyone believes it's a diamond, even my diamond expert! You can get sterling silver or 14k (more expensive though).
I really like the Berricle brand - I have bought some from Amazon for RHRs and they're nice quality and have a ton of different designs.
Wink CZs are gorgeous! If she wants a wink CZ, she could get a sterling silver setting and have it set with a Wink CZ, though that may run a bit over budget once you get the setting, buy the stone and pay the setting fee. IMO it would be worth it.
Also, Berricle has lots of lovely rings, I have read so many good things aout Berricle rings. I have earrings and pendants from Berricle, and they are very nice.
I'd recommend Berricle or HSN Absolute for that budget.
Wink also will work with silver if you just email him - some ladies on the BTD boards have had Berricle settings sent to Wink and he'll pop out the center stone and put in a Wink CZ.
I had a different experience with E14k than the poster who recommends them. I used them to order a setting because I wanted to pay as little as possible for a gold setting and I wanted a simple, six prong solitaire. E14k seemed to fit the bill for that. However, the customer service I recieved was bad. I was shocked after reading some rave reviews. I called E14k before purchasing to confirm that the head on my ring would fit a 10mm stone, because their site lists the head sizes in "carat sizes" rather than mm. The guy tersely told me what "carat size" to order for a 10mm stone. Later that day I emailed just so I could have written confirmation of what size head to order - and the guy emailed me back saying "I believe this was discussed over the phone". That's it! He didn't even answer my question. So I had to wing it pretty much - luckily my memory from the phone call was correct.
So I ordered the setting and waited some time without hearing ANYTHING from E14k about the progress of the setting or when it would be shipped. I reluctantly called again and the guy was kind of rude and said it had already been shipped days ago. Well, that was news to me since I had recieved no reciept, no tracking info, no shipping confirmation, no indication at all that it had been sent. It was in the mailbox when I checked, looking worse for the wear. I had to have my local jeweler correct the positioning of the head and replate the whole ring because the work on it was so poor and there were black marks on the metal. When I emailed E14k about my dissatisfaction, the guy didn't really care and just claimed he would've fixed it, but after the poor communication and customer service it was a no-brainer to just pay the extra cash and have the master jeweler at my local place fix it up. Too bad because I'd have used E14k again for a pair of studs if my experience had been good. The setting ended up looking pretty nice in the end, but overall I got what I paid for. Here's the finished right hand ring, set with a Wink OEC.
We got a white sapphire set in sterling silver yor $100 at Helzberg as an alternative ring. It's beautiful and noone knows the difference. Plus it being an actual stone makes me more comfortable if I hit it or something. Sorry for the large bad picture haha
I second a sapphire from Helzberg as I've seen some very pretty ones in person (and I'm not usually one to recommend chain jewelry stores).

You can purchase a CZ at any jewelry store. That's what they use in the settings people try on.
Here's my cz. $20 at Penneys. I've only had it for a few days, but will be my temporary ring until we order my moissanite. I love it, it sparkles like crazy!

JCPenney has lovely cz rings! I got my previous set for $180, but it came with the wedding band so I thought that was a good deal. They have a lot of options!
Mine is a cz too. I got it off Amazon but its by Berricle...I think it cost $45? The quality of the stone is really good and shines really bright.
I bought a set on eBay for $20-25. Look onto stainless steel!! Sterling silver won't hold up on most people. At least not for me. I actually love my temporary cz
@starla: I know what you mean. I'm sure you spoke to Dominic, the owner (his dad was the previous owner who passed away). If I didn't get such great responses to my ring from other Jewelers, I might not buy from them but I do find their cz quality better than others.
@She-Hulk: Yep, that's who I spoke with. I could've dealt with the service had I recieved a reciept/shipping info and confirmation - that bothered me a lot for a purchase in the hundreds. The setting needing repairs was the straw that broke the camel's back for me though, never again! Even though some of their stuff is nice and I like CZ set in gold for earrings...
I am glad you had a good experience though! I haven't really found any other people who had negative experiences with them so YMMV.
As for the CZs, I think e14k uses Signity Star CZs, which are nice looking, but not exclusive to them.
I have a drawer full of czs. A online shop, Inspired Silver, has great deals. I usually will get a set for $20.
With a small budget I would emphasise trying to get a better metal for the ring- Silver isnt chosen for long term as it is quite soft and can get mishapen quite easily over time, that said its great for a short term or for a stand in- Berricle are great for that option.
I'd look into Palladium settings (like platinum but wayyy cheaper)
Or Titanium with gems, thats another really strong metal if you cant stretch to gold.
If you are looking for a loose CZ or Lab gem I can't recommend diamondcz.co.uk enough- they ship internationally and all the CZs are great quality/very inexpensive. (Lucky for me I live in the UK where they are based)You could even pair a stone like this with a vintage setting maybe? that may be a cheap options?
A great setting in a good metal will make a cz look amazing.. its the cheap settings that can make them look like costume jewellery..
I got mine from JcPenney, it's part of the Brilliant Facets collection and I LOVE it! :D.
My only issue is that this particular ring didn't come with a band to match, and FI and I are having problems finding one to go with it. We're actually looking at another Facets set for our 2year dating anniversary in March, providing our local store hasn't discontinued selling it.
I've had the ring almost a year (come February) and haven't experienced any kind of clouding or dulling of the stone. It is missing a tiny stone in the side that was missing after it came back from getting sized, but I just never felt like having it sent back off to get replaced.

Leaning towards buying a berricle ring and having wink pop it out.
