We found quite a few, but there were only a couple that didn't charge extra. We ended up going with the Edward-Dean Museum in Cherry Valley. Obviously, our wedding hasn't happened yet, but so far they've been super easy to work with.

The Riverside Art Museum allows outside food it is in downtown Riverside on Mission right by the mission inn, it's really nice!
Most community centers alloow you to bring in outside food.

You can have a ceremony there for as little as $300. and a ceremony and reception for as low as $400. In Highland, Ca. (up to 75 guests)
They allow outside vendors and have free parking.
