I can see it, but not enough of the dress to be able to guess the designer. Your best bet is to contact the makers of the show, who can then contact the Bride directly and ask her.
You could try and pause it on your computer and screen shot and post a pic of the dress.

Did anyone see the episode of top gear where the boys had to chauffeur the bride and groom to their wedding day? The bride was wearing a gorgeous champagne coloured wedding dress with lace overlay that I've never seen before and I'd love to know who makes it. I can't find any videos or pics online and believe me I've searched! All I can say is that it's series 15, episode 3.
