I think you should be able to just rent part of the tux - ask the shop you are going through. We're doing just suspenders, no jacket, and I don't think its going to be a problem. You can have the groom in the full tux then the groomsmen with just the vests - that way the groom stands out!
Why not have them buy them? It will be cheaper or just as much as renting a tux, and then they own them. I'd find a pant, vest combo and tell them all to go buy them.

We will have to look around! Now I'm thinking I would like to give them the option of just a vest or just suspenders! That would be perfect for us
I'm doing just vests for the groomsmen, and I'm buying them. We're letting the guys wear their own black pants and white shirts, and then they will wear the black vests with a black skinny tie & black converse high tops! Going for a punk/casual look.

My vision is changing, I think it would be better for us to have suit pants and vests instead of the whole tux. Did anyone else do this? Can you rent just a vest from the tux store without renting the whole shebang?
I don't know how to go about doing this- Maybe just telling the guys to get brown pants/ivory dress shirt and then adding a brown vest and tie to it from the tux store?
