A cricut could surely do that! I've cut out a lot of shapes with negative spaces.
You'd need to get a program like Sure Cuts A Lot to make your own 'image' to cut out instead of one of the standard ones that comes with a Cricut cartidge.

I'm looking to create belly bands similar to these...
I'm thinking about buying a cricut machine, but does anyone know if the machines are capable of cutting the negative of the lettering?? (Instead of cutting the letters out of the paper, cutting the spacing between the letters and leaving the actual letters there?
