You can find them anywhere...from Michael's Craft Store to David's Bridal or on line. I think most brides wear them.
I am not doing a garter toss and I won't wear one (unless someone gives me one as a gift, in wich case I might feel obligated). But, you can also make one fairly easily out of elastic and ribbon. Look for instructions on the web like these:

Definitely NOT doing a garter toss and probably won't wear a garter, unless it's a gift from someone.
I'm not wearing a garter regardless of whether someone gives me one or not. It's not my thing. No garter toss, either.
We're not doing the garter toss or the bouquet toss and I won't be wearing one either. Do people give them as gifts?? I can see lingerie, but the garter seems a little odd to me.
We were going to do the bouquet toss and garter toss but we kind of forgot and I said screw it. :-) I wore two though. One to toss and one to keep. I made the one to keep from the tartan fabric that had inspired the whole shindig.
I'll tell you why it was important for me to wear one and then you can decide if it's something you want to do. The way I used it was something I'd never heard of before so it might be something someone wants to do. (I love contributing to the "Collective Wedding Unconsious" as I've come to call it. Hehe.)
I'm pagan and my DH is undecided. But his family is Christian and they don't exactly know about my spiritual beliefs. (As my DH says, what his mother doesn't know she can't annoy him about. Hehe.) I had a beautiful goddess pendant that a friend had given me and is very special to me. I knew I would want to have a goddess image with me somehow or somewhere but my spirituality is very personal to me and didn't really want any uncomfortable conversations from people about it. So, I stitched it onto my garter. I also wanted to incorporate the horse shoe tradition for Irish brides (since we were having a Celtic wedding) but I didn't want to carry a full sized horse shoe in my bouquet!!! So, I bought a charm and stitched it onto my garter too. Even though we didn't toss the garter I was very thankful that I wore it since it was like my private place to carry things I wanted to have close to me. Just another way to think of the garter.

I plan on wearing a garter and doing the garter toss. I still haven't bought my garter yet, just haven't found one that was nice enough for the right price. I wish I could make one, but we are in the process of moving and my sewing machine is in a box somewhere :)
