Have you tried google-ing millenry sites? I imagine afixing feathers to a hat would be similar to feathers to a shoe. You could also work with shoe clips and try to attach the feathers to the shoe clip and try that with the shoe.
I would go with something similar to D'orsay's suggestion and attach them to a shoe clip or clip-on earring and then onto the shoe.
