You could still do the apples!
Here are caramel apples that come to just over $1 apiece! You may have to package them yourself, but a little seran wrap and a bow could do the trick.

You could package mulling spices (loose or in a tea bag) and tie a cinnamon stick to each one.
For her October wedding, my sister packaged a few candy sticks together in their colors (orange, brown, green). The flavors were appropriate - ie cinnamon.
They were packaged in clear plastic bag/pouches and sealed with their monogram. Under $1 and very tasty!
I absolutely love maple sugar candies!! When I thought I was having a fall wedding, I wanted to use them as favors. Here's a link to a site the sells maple candies in the shape of maple leaves for $2.40 a piece.

My FI just went to a wedding where they had leaf-shaped cookie cutters. It was super cute! They tied on ribbons in orange, gold, and maroon to tie in the fall theme. I was so glad he brought one home to me!

Hi everyone,
For our favors we were planning on doing caramel apples, but then our guest list got out of control and it would be absolutely too much work to make all of them and too costly to buy them. Does anyone have any suggestions for nice fall themed favors in the $2 range!? Thank you so much!!!
