I went to a t-shirt making store, rather than order them online, to avoid shipping costs...I'm sure there's tons in DC...
Depending on how many shirts you need, it may be less expensive to make the shirts yourself. My sister did this for my bachelorette party. She bought Hanes T-shirts at Target and bought the iron-on design paper from JoAnn Fabrics. I believe she printed right on the paper on her printer and then ironed the paper onto the shirts. The whole project was really easy and not too expensive.
I have also used designashirt.com. You can design your shirt from lots of different colors and styles and then they send them to you. From what I've seen if you're buying more than 20 shirts, this is probably cheaper than making them yourself.
