While it's not right on the ocean, it's nearby - try the Laguna Beach Women's Club - the women are super super SUPER friendly and it's got a great vintage feel to it. On top of it, they are a nonprofit so you can write off expense on your taxes. :)

Casa Romantica in San Clemente is also a  beautiful location and right on the water. It has a dedicated parking lot for guests. They require that you use vendors from their approved list. My mom is renting next door so we've watched many brides over the last few months and all of them looked like they ran really smoothly.  I'm attaching an image of it shot from the building next door.

The place I really wanted was the Dana Point Ocean Institute but we are on a super small budget and couldn't afford it. Again, dedicated parking, smack dab on the water and a bit more sophisticated in their approach than most places that are right in Laguna.
