You need something low-impact.  Have you tried Pilates?

Yoga or Pilates would be my suggestion – Stay away from the Jillian Michaels DVDs until you’ve gained some leg strength to support your knees – she tends to have a lot of jumping/calesthenics in her workouts. I love her, personally, but for bad knees, I wouldn’t recommend.

Bar Method.  Its yoga/pilates/dance and the lady who came up with it did it with a physical therapist or something like that.  VERY low impact and it works great!

Gaiam puts out a great DVD called “Strong Knees”.  It’s a pretty comprehensive lower-body routine that’s actually designed to help with knee pain.  I don’t know if I’d call it a workout…it’s actually more like a PT routine.  Depending on how bad your knees are, it could be a lifesaver and actually strengthen you up for other routines.  I find that the stretch section is particularly helpful.
