Definitely ok- if it were a navy top with black jeans it probably wouldn't work, but a navy dress with black heels sounds super cute.
I think it would be fine, especially if you wore black jewelry with it. IMO, things that really don't match are colors like crimson and lime green, for example. As long as the colors alike in tone.

I have a navy blue stapless satin cocktail dress for New Years Eve. I also have a pair of killer black satin peep toe heels, but I'm not sure if it's still not ok to wear black/navy together (which is funny because my girls wore navy and his guys work black tuxes at our wedding).
So what do you think? Black heels with a navy dress - is it ok?
