Find a holder that is the same color that you want your polkadots to be. (If you want white polkadots, find a white holder. If you want black polkadots, find a black holder.)

Buy little round stickers (You can even use those tiny fuzzy ones used to make cabinates stop banging and chairs to stop squeaking on the floor if you have to.)

Put your stickers on the holder however you want them to look.

Spraypaint the entire votive holder with the opposite color (White dots > Black holder spraypaint and vice-versa) and wait for the paint to dry. Then peel off the stickers and, there you have it. Polkadots on the cheap.
