Why not use carnations? They would keep costs low.

You can do submerged flowers in vases… You can use red roses in one vase and calla lilly in one. Use black stones or gems at the bottom and a white floating candle.

A couple things come to mind for me.

One would be using affordable willow branches and filling a clear vase with red sand, and sinking the branches into that.

You could get rectangular black bud vases and put a red gerbera dasiy in each.

You could get clear vases, put black stones on the bottom & float white and red candles in the water

Another would be simply dying the water red and using an affordable white bloom like these:

Buy your flowers in bulk from Sam’s and arrange in whatever clear vase shape you prefer.  We used tall hurricanes with rock salt in the bottom with pillar candles and flowers laid loosely at the base of the hurricane.
