I'm making my own clutches for my bridesmaids. They are really easy (a few straight lines on the sewing machine, and some strong fabric glue) and that lets me pick out the fabric and personalize them myself. I bought fabric from a local craft store and got the purse frames I'm using from the etsy seller BitsandPurses (she's fabulous!) http://www.etsy.com/view_listing.php?listing_id=35539934
The frames come in this color or brushed nickel and several different sizes.
There is a tutorial on making your own clutch purse using a purse frame here:

Making them myself is saving me a lot of money too!
Sometimes if your ordering multiples you can ask the seller to give you a discount... so that might make it under $20. Hope this helps!
wow, couldn't find any under $20 either, but here are a bunch under $40, many under $30

maybe some of these sites have other coupons you can find
oh, if you order at least 4 you get 20% off and free shipping on these cuties, making them $22.40!
Also, I don't like these as much, but if you order 5 they are only $16:
here's the other ones just from that site (ebags)

I'm in search of silver satin clutches for my BM under $20 and just plain so I can jazz them up myself. I thought I found some at David's but they are being discontinued and I can't buy them. I've been searching and scouring the internet for something but I haven't found anything just right. If you have an ideas or have seen anything please let me know!
