I think it depends on what you are looking for. Stores like Macy's, Dillards, and Nordstroms often have nice things, and you can watch for sales. I found some nice rhinestone bracelets at Kohl's that we are using for corsage bands, and they were pretty inexpensive. We have stores like Claire's and The Icing, but quite often I think the jewelry doesn't look as nice and isn't as well made. You may also try Etsy; I've seen several posts about great jewelry from vendors there also.
It depends on what you're looking for. They have great things on etsy.com, and also on ebay if you know what you're looking for. I'm a fan of Tejani bridesmaid jewlery, but it's a little pricey.
I purchased beautiful necklaces for my girls from this etsy seller--she was great!
I'm not sure what your budget is or what kind of jewelry you are wanting, if you post more details maybe we can help you find something specific. Sometimes Target has some really beautiful stuff. People think of it more for food and furniture, but Cost Plus also has some great stuff in store.
