Silver will be the most accessible choice if you are against black. Honestly though, unless the dresses are short, no one will ever see their shoes.
I like gold with burgundy. Or nude, but that may be harder to find.
Will the shoes show? If not, it doesn't matter. If so, are you including any metallics in your colors? Use that if you can.
Silver or gold if you like metallics. If not, and you definitely don't want black, I think you may have to have the shoes dyed to match the dresses.
I would say silver or gold depending on the rest of your color scheme. I'm leaning towards gold with the burgandy though.
