Friend did this last summer, wanted to go to the courthouse, family threw a party for them. Her SIL and mom basically went to the dollar store and went to town. It was really cute and everything turned out well.
Decor - they got bright coloured round plastic serving trays, assorted mason jars, tied ribbons on the jars and stuck in a few flowers. Think bright pink tray, with gingham ribbon on the jars and some gerbers from the grocery store. They used matching watering cans elsewhere for similar things. There was a big plastic watering can with flowers on it and little foam note cards to fill in as a guest book (ie it was maybe $5 for the whole thing).
They dispatched her brothers to get rental speakers and hooked up a laptop. Rented a party tent and tables/chairs, using brothers and vans as labour. Held in a neighbours backyard. Family friend catered, but there was a subway party sub for drunk food (huge hit) and a DQ strawberry cheesecake thing, also a huge hit. They set up coolers along the fence line with assorted drinks and mix, wine bottles on the tables.
There was a table set up with a bunch of framed photos of the two of them on their travels.
...those are some ideas for now. I seriously recommend just going to the dollar store and seeing what you can see.
centerpieces: how about a bowl of fruit to match their colors (apples, lemons, limes, etc) or some lanterns (ikea has cute lanterns in silver or white for about $4 each)
favors, just scatter some Hershey mini's (could even wrap them in wrapping paper to match your colors if so inclined) or Hershey kisses on the tables.
honestly if I wanted to DIY the food/flowers, I might just go to Costco and get whatever flowers they had that day (they always seem to have beautiful blooms!) and a bunch of appetizer trays (fruit, sandwiches, shrimp, cookies, dip, cheese/meat). their cakes are delicious too!
Centerpieces- We'll be making paper flowers. There are some great pages on how to do it, just google it :) Inexpensive and quick if you have enough people helping. You could also scatter photos of them during their relationship on the tables.
Favors- We were planning on doing candies like Kisses, Hugs, Bliss, Treasures- cute words that sound love-ish. You could put them in a semi-candy bar so you wouldn't have to tie packages or anything.
Food- A lot of sub places cater, I think Subway does. You could get plates of mini-sandwiches. A friend of mine ordered his cakes from Festival foods, he just got a ton of sheet cakes in different flavors, and they were delicious.
Music- Ipod or laptop, there are a lot of popular wedding song lists online if you need ideas :)
Flowers- Easy enough to go to the store the day before or day of and make a small bouquet and get some for decorations, if you don't mind going smaller rather than extravagant.

Soo this one is not about my wedding....
My brother and his long time girlfriend decided to get married in a month!! Yay!!! I am super happy about them! It will be a small intimate ceremony and reception for family and really close friends. Now I need ideas!!
I've had more than a year to plan my wedding, but this one is super quick. Limited budget and time to plan!
Any ideas for inexpensive and easy DIY centerpieces (non floral may work)?? Favors? food (or all hour de vours)??? DIY photography?!?!?! Any ideas you have will help!!
