Have you checked out Big Lots?  If you can't find cheap bud vases have you thought about buying small juice glasses and using those instead.  I bought a four pack of short (3" tall) drink glasses from Walmart and used them to put a few flowers in for a shower I threw.  You couldn't even tell they were drink glasses.  If you can't find the bud vases you might want to look into that:)

edited to add: if you are interested in non glass unbreakable ones, search "polycarbonate bud vases" or "acrylic bud vases"

might be easier if you want to sell them to a bee afterwards.  the restaurant supply places online have those too
