Look in North NJ. There are many that will travel to NYC, and with a 3K budget for a shoot and burn, you should be fine.
You can try student Photographers. They are a lot cheaper, and will def work with you with price since they need it for experience and to add to their portfolio. IF you dont wanna risk working with a amateur try.
I found my Photog in this website...
They have it listed by price. Good Luck!
Check out Timecut Photographers [www.timecut.com]. I used them as well as other bees, and really loved their work!
I met a photographer yesterday, and his quote was $2500. He's incredibly nice and his photos are great. His name is William Chang and here is his website. Contact him for any questions, he answers emails fairly quick and he doesn't mind if you have a million questions!
I just had my engagement photos done by Faye at Lucky Sights Photography http://www.luckysightsphoto.com/. She was great! And her prices were very reasonable- full wedding coverage starts at 1k.
Also try to look up Vanessa Joy. She's WONDERFUL ! and within your price range. She's won quite a number of awards this year. She has an upbeat personality and is the sweetest thing!
I second timecut.com. I love Tim Wong. He is amazing and is right around your price range.
Kim Salem, www.kimberlysalem.com
I can PM you her price list if you want it- her deluxe package whihc includes everything you could possibly need (even a photobooth) is only $3700...coverage/album packages are around 2k
At your budget you can find a great photog even in NYC! Check out the lady who shot Mrs Hamster's wedding, Erica Lyn. I got a quote from here when I was looking which was in your range and her work is stunning. www.ericalynphotography.com
You should take the time to look at the work of the photographer I hired for my wedding. They are Alexis Stein Photography and their work is at www.AlexisSteinPhoto.com. I know for a fact that they fit in your budget since I booked them for almost the same amount of time. Let me know if you need more info. I have also send this info to you via PM.
Kate Murphy is right on the UWS. She did our epics:

I am not sure what her fee is for weddings, but she is totally reasonable for our e-pics. Here is her website:
Hi there! I signed Jason Rhee for our wedding in October. He's in your price range and has some great packages and options.
I wrote an exhaustive article on the this question which you can read here:{link removed due to self-promotion policy}
and a bride/friend wrote a great one also here:

Look for someone who can balance portraits and photojounalism, for you want more than just a document of the day you want a story to be told. My bride summed it up well: Some people might argue budget is a deal breaker, so why even waste time considering a photographer that appears to be out of budget? Because cost is something that can usually be negotiated. Quality cannot.
Good luck!
Tak a look at Sasha Chou Photography. She is a fashion and wedding photographer. Her work is stunning. She can offer very affordable price. Young and talented. She has facebook page too.

I am on the hunt for a great budget photographer for my NYC wedding. I've gone to Craigslist but still haven't found anything yet. I'd love to get some options around 2-3k. I just need 8 hours of coverage and photos on disk at a minimum.
