I don’t know your area at all, so I am no help. But have you tried maybe your towns website or local newspaper or even the yellow pages online.  Google might be of some use too.  Finding an affordable venue that is off the beaten path is a little harder than going with the pricier more publicized ones, but they are out there.  Good luck.

Look up state owned parks, you can rent areas and often “shelters” for super cheap. Some shelters are nothing more than a roof, but some are actually really nice rooms with bathrooms and everything. 

I also checked out a couple civic centers in a few cities, which were also pretty affordable. 

You can check out your local theater, and surprisingly zoos! Our zoo had several sites to choose from with pretty decent prices. 

I actually found my venue (for around 50 people) when I started googling rehearsal dinner sites. Mine is owned by a catering company, but they have meals starting at $10pp that are delicious!!! Also, the space was free after a food and drink minimum, which was $800, I think.

You just have to be creative in your googling, but I’m sure you’ll find something awesome!!!
