Does his father want to wear a kilt? He could. I would say that since your wedding isn't black tie, I would let your step-father and his father if he doesn't want to kilt it, wear a suit of their choice. They could wear a tux I guess, but I've only met one or two men who actually LIKE to wear them! I have one!
Leave it up to them. Probably a suit would be more convenient, if they have one (or are looking to buy one). My FFIL is planning on wearing his tux (he owns one), as is FBIL. Neither have official roles in the wedding, but they'll look super sharp in the photos. :)
his dad matched my dad, so both wore tuxes with silver vests... the groom wore navy and the GMs wore light blue. that way, they didn't match exactly, but they fit in. and our pictures looked nice. :)
that, however, was his dad's choice - he wanted to wear a tux. :)

We will put both our fathers in a more patronly tux that is more mature looking. I don't know how to explain it but we saw one at the Men's Wearhouse that we liked that differentiated them from the groomsmen and the groom but was still very suave.

Okay. So we're planning on outfitting the ring bearer, my dad (who is walking me down the aisle), and the groomsmen in tuxes.
...But what do HIS dad (who doesn't have a role IN the wedding except being the dad, obviously) and my stepdad (ditto) wear? Do they get tuxes to match the rest of the lads? Nice suits? Slacks and button-ups?
The groom himself will wear a kilt and our wedding is late afternoon semi-formal.
