are there fabric loops that go around the buttons?
i'm kinda confused as to what you're asking...
yes there are loops that go around the buttons. is there any easier way to hook the loops rather than by hand, like by using a tool?

You can find lovely vintage button hooks in antique stores. Ladies used them to button up their high-button shoes around the turn of the 20th century, and they came with dresser sets. I inherited two from my great-grandmother.
You might suggest this as a nice shower or wedding gift from a relative.
