Are you having your dress altered? Your seamstress should be able to suggest what will look most natural with you dress. Sometimes they sew cups/padding into the dress, sometimes they suggest a specific type of bra. Sorry girl, I can totally relate to your problem!
@GingerMac: Are you wanting the look of bigger tatas or trying to actually make them bigger? Chest workouts will actually help firm up the pectoral muscle underneath and change the way breasts look.
Visual-wise, there are lots of tricks for 'faking boob.' Bronzers, the way that you 'lift and tuck' them, etc. Check out Jenna Marble's tips on how to make your boobs look bigger. Granted, she didn't start w/ such small boobs in the first place, but she does end up with max cleavage.
ETA- And for your dress, there are always ways to tape your breasts up if you can't wear a bra with it (pagent gals do this often).
I already, um, have decently developed Pecs. I do a lot of push-up's (Army NG). My poor boobs are flat, saggy. After 5 babies, there's nothing left to them, nothing to even push up anymore. I wear sports bras and look like a teenage boy. I wasn't planning on having a pro alter my dress, I do that myself. I dunno, I dont want to have to fill my bodice with fake boobage that comes off with the dress. Small boobs are just fine, but nonexistant ones? Are there any new push up bras on the market that I could wedge my lil saggies into? Bigger sillicone cups? If I could just look like I have atleast a solid A cup, I'd be happy.
I wore one of those stick-on bras under m dress, a pretty high quality one, and it definitely made me look like I had quite a bit more going on in the chest area, I'd give that a try! For some reason padding generally doesn't do much for me but this did. I think this is the one I have... it fits kinda awkward for normal use but a corset dress should hold it in place very well. Just make sure you're adjusting the girls too once you have the padding in, haha.

So I do not have this probably so I have a potentially useless suggestion. But I have personally had a lot of success finding bras on herroom.com- they have a nice way of limiting searches and I trust their reviews 100% (reviewers say what their bra size is so it's easier to see if the review applies to you) and they have a nice return policy. May be worth checking out at least?
have you tried the victoria's secret miraculous bra? (sometimes people call it the bombshell bra). It adds 2 cup sizes and at some point came in strapless.
I second the victoria secrets bra suggestion. They always have bras that enhance and do a fab job. bring your dress and try on bras in the dressing room with your dress to see if anything helps? I also think it'd be a good idea to have your seamstress try to do something as well.
If you lower the top of your dress and lift what you got you should be fine. There was just a bee on here a week ago with this problem and that is what she did.
do you have your dress already? Because if not find a dress that works to your advantage! Or if you could, could you alter it? Plunging necklines and/or open backed dresses look awesome on smaller chested women. With bigger boobies such cuts can be indecent or unflattering.

Thanks for the suggestions on the bras, the site herroom, and the padding. Those are things I can look into! I already have my dress and I do my own alterations, but I've not had to alter my *own* dress before, or sew in pads. I have seen plunging necklines look pretty good, but that's way too immodest for me, so thanks but I cant do that, or lower the top of mine. I'me wearing a lace jacket over mine to make it more modest, lol.
If I can find a good bra to help that has clear straps, or I could easily put clear straps on it, I'd sew the wee bugger right into the dress! Thanks for the tips ladies. :o) ...off to go a'searchin'.
And I'd never heard them called "chicken cutletts" before either, so I was giggling at that article!

I actually have no new tips that other ladies haven't provided. The only thing that helped me was by gaining weight
I'm 25, and there's a set of twins in that 5. I was married at 19 the first time around.
you can actually buy inserts for your bra that are made of some gel. They are like external implants. They can add 2 sizes and are comfrotabel adn feel natural. One of the bra shops sold them to me. You can get a bra that's padded and like cup too big adn it will do wonders.

This is a shot of me trying my dress on at home, pardon the mess please I'm in the middle of moving! I have sillicone pads in my dress in this shot and I'm holding my diaphram up/out to help hold up the dress because I haven't snugged it up yet. And those bumps just below my bodice, thats the bottom of my ribcage, not loose stays like my FMIL thought, lol. Cell pics ya know! So you guys can see, even with 'some' padding I'm still tiny, I'd like to be just a tad bigger so I look a lil more natural?

You may also try purchasing a Felina Bra. They are long line bras with lots of padding. I think you can find them at macys, and most bridal salons sell them (but at macys you can return it if it doesn't work). They will add about an inch to your body, but they have lots of lift in the breast area. We would use this bra at the salon I worked for to help lift and then we would add chicken cutlets for more fullness at alterations to help fill out the dress. I think this bra may have more lift/padding then the VS bra.

@GingerMac: have you heard of jelly bra? its those two cups that are just meant to stick to your boobs so you dont have to wear a bra.. but i was in a wedding wear i wore a bra and stuck the jelly bra in the bra to give the girls a lift. my cuzin who is flat on top wears them in her bra sometimes to give the illusion of boobs in her bra. dont know if that will help. they are pretty cool because the stick to your skin they wont move much throughout the day =]

It starts at 32AA and if you want more than the bra, you can stuff your chicken cutlets in there too. I'm not gonna lie, I've worn my regular miraculous bra with chicken cutlets on a night out with the girls before.
@GingerMac: I know your pain!! lol After three babies, I have the same issues. What used to be cute and perky is now sad and saggy. I like the stick-on, silicone, push-up version of the nubra. They're designed to sit on top of your boob, so they basically fill-in the missing part. It looks more natural than what I get with an actual push-up like VS. I love VS for low cut tops, but with the style dress you have, the stick ons might look better.
I didn't buy my online... I found it at a Maidenform store.

Yes, that was a hint. I wasn't sure if this post should go in Beauty or Dress, but it's not restricted to only in my wedding dress.
I need some ideas, that do NOT involve surgery, to help inflate my chest a little, primarily for the Big Day. I do not normally have an issue with being on the small side, but it's created a dilema.
I'm bearly an A cup. I put on a corset that has lifts AND stuck 1" thick sillicone cups in my dress and I STILL looked flat chested and it didn't improve that portion of the fit.
I have a really hard time finding (real)bras and shirts that fit as it is.
....help? *sniff*
