When I did some research on overseas dress makers, the most consistently positively reviewed shop/individual I found was Jeff Liu. You can find him on eBay by searching for his shop, April Bridal. His dresses tend to range in price from $50-$200, plus shipping (from China, usually $50-60? maybe?). I do NOT know what his fabrics are like though - I've actually tried to ask here on the 'bee, but without much response.
I can't speak for any others, reviews tend to be pretty mixed.
If you're leary of going overseas, consider putting in an alchemy request on Etsy - that's what I'm doing for my dress (my budget is about the same as yours) - that way you can specify the material. Something about speaking the same language makes me feel more at ease. :)
There was a bee that got her dress from dressilyme.com and she provided pictures. Here is her thread about it.

If you have a dress in mind from a designer/company, I recommend checking with Netbride.com to see if they carry it. I ordered my dress from them--it was less expensive than many other places, arrived a month early (and 3 or 4 months earlier than the bridal shop told me I could get it), and was exactly the dress I was expecting, tags and all.
I ordered my dress through Netbrides and got about 20% off what the shops around here were advertising. It's the legit label, and the company does have a brick & mortar store. If you do a WB search, you'll see tons of great reviews.
J-Crew has wedding gown selections, and I feel like if you like their styles, it would be a safe bet that you will be getting exactly what you order.
I went through (Jeff Liu) AKA Aprils Bridal, like the above poster, I read such great reviews about him.
I'm not sure how something in chiffon would turn out. But my dress was tafetta. I was more concerned with the style of the dress vs. having silk or some other type of material, tafetta was fine with me. AND, my dress was only $188!!!!

I want feedback please of people that have purchased dresses online and if it was what you were expecting. My price range is not very high. 300-400 but if you know of a site that has chiffon dresses or just a great selection and above all is what they say they are I will be very happy. I'm sure I'm not the only one that is skeptic of shopping online, but I'm sure there is some that are good and give you what you see. I just want to find a place that shows you samples of the dresses that they have done. That would be great. Any help would be great and if you know of any name brand wedding gown sites that are in good price range please help. Thanks everyone. My wedding is in July 2010.
