If the border interferes with the barcode, they will just slap a white label over the bottom part with the barcode on it. I sent out postcard stds and the background was super dark grey so that's what they did.
However, I'm sure that interferes with the aesthetic look you are going for, so you might omit it from the rest of the envelopes that you haven't printed.
Also, even though you hand cancel, that doesn't mean it won't be run through any machines. Cancelling the envelopes is just one machine. They still go through the barcoding and sorting machines no matter what.

So I have already printed out like...half of my STD envelopes and I just realized- "oh crap, am i going to be able to mail these?!" I'm worried that the grey border is going to interfere with the USPS barcode. I did, however, confirm with my local post office that they would let me hand cancel the envelopes and would not run them through the machine (though, they had not seen the envelopes when i asked, nor did I explain the border to them). If they run them through, Id be okay with it since I asked more for aesthetic reasons, but I'm worried that if they do, the barcode wont show up.
What do you think?? Are these mail-able?
