Hmm... I'm not sure if you could necessarily do that, but you may be able to. Have you ever worked with wallpaper on walls? I wallpapered a bookcase a while ago, and the gummy backing on it (before you get it wet) makes the paper super heavy and has a weird texture to it. I'm not sure if glue/double sided tape would work. I dunno, maybe I'm just smell sensitive too, but the wallpaper adhesive is kinda smelly. A Bellyband or an envelope liner might be a better bet then trying to completely cover your pocketfolder in the wallpaper.
I did a quick google and found other "vintage wallpaper wedding" ideas:

Hey Bees!
Wallpaper is back from the 70s with a cool vengeance! Now I am obsessed with textured fabric or wallpaper damask. I think pocketfolds like this would be brilliant. I have seen some posts on covering your pocketfolds with fabric but I am worried about fraying and wrinkles. What about wallpaper? Can I cover a pocketfold with wallpaper? As there are always complications in the DIY world with even the most fool-proof craft, what can possibly be the downside or difficulties?
