I compared lots of online bulk candy sites and honestly, Sam's Club was the least expensive!
I bought a ton of stuff on acandystore.com, bulkfoods.com, and groovycandies.com
Sign up for their email lists! They will start to send you tons of coupons. bulkfoods had things like chocolate covered pretzels for cheap and if you spend a certain amount it's $5 shipping
I had good luck with Target, Amazon, and www.bulkcandystore.com. Sam's or Costco would probably work if you aren't trying to do anything color coordinated.
Also .. I would start looking for sales on items you want and buy slowly.. candy is good for a good while so you can keep it around
