These first four are, I think, closest to that color, but the rest are (I think) quite close.

I was looking for the SAME thing.... Never found what I wanted so this is what I did
I bought a plain white heel and took a trip to Hobby Lobby, found a pack of scrapbook flower embellishments, and stuck the one that matched on!
They match perfect now =)

Nina has a design-your-own section on their website. http://ninashoes.com/design-your-own-shoes

David's Bridal has quite a few dyeable shoes that evoke other eras-depends on the "vintage' you are going for:

@amnystik: I don't know how accurate seeing the colors on computers is. Some of the things I found onine looked totally different in person. You might want to ask for a swatch before you decide.
@Cant_wait yea.... I saw alot of different fabrics & such in the very beginning and saw that finding "Carolina Blue" (since it's affiliated w/ a school) is just about IMPOSSIBLE to find, and other blues although they may be close (cornflower being the closest) are usually to rich/bright/dark.
I'm definitely happy with the direction I went merely because the shoe search was going on WAY longer than I wanted... & I was only getting more and more frustrated lol
Well, just in case it's helpful, I'll share this from Wikipedia:
Carolina blue (occasionally referred to as Tar Heel blue) is the shade of blue used as one of the official school colors of the University of North Carolina. The name is derived from the popular usage of "Carolina" to refer to the university. For clarity in branding and marketing, the University Licensing Office has defined the color as Pantone 278.
I think the second pair is pretty darn close too.
Try this etsy seller, I just ordered "tiffany blue" shoes through her. She can do a lot of different colors and styles, and they're really pretty!!!

@ninjadarling: I used them TOO!! Mine came out great...here is a bad cell phone pic...I wanted a really light blue.

Does anyone know where I can find cute carolina blue heels? I am looking for something with a vintage feel and not having much luck. Does anyone have thought on dyeables that they have tried? I literally had a dream the other night that it was my wedding and my shoes were ripping my feet to shreds.... : ) In case anyone needs a reference, this is Carolina blue:
