I wish I could help. Do you have a floral designer or are you DIY-ing? Maybe you can bring it to a professional and have them estimate how many of each kind you'll need!
The best way to figure this out would be to put it to the test! Can you pick up some blooms at a supermarket to do a trail? Don't forget that tulips and garden roses are pretty small.
I am thinking about hiring a floral designer but since the centerpieces that I envision are fairly small and simple, I figured that I could just design them on my own.
Peonies bigger... Tulips are small and you will need quite a few... I love Peonies and shouldnt be much for each one... they are so elegant looking! Best bet go to a flower shop with your Julep cup. Take a look there... they wont bother you especially if they want you to purchase the flowers there.

I am planning to use these Mint Julep Cups for my centerpieces (http://www.save-on-crafts.com/mijucustplva.html)
How many stems do you think that I will need to use in order have a full looking centepiece?
I am planning to use either tulips or peonies/garden roses.
