I was at a wedding where they had the tables set up for the reception and the ceremony took place on a stage in the front of the same room.  It was fine, we had a chance to find our tables, get a drink, get settled and in between the ceremony & reception we didn’t have to pick up our things & relocate.  It gave us time to mingle, catch up with people, and enjoy a light snack while they couple was finishing up their photos.  It ended up being perfectly lovely 🙂

I voted other, because I think you should wait until you see the venue to decide. I don’t think a ceremony where people are sitting at the tables is bad, by any means, but it doesn’t sound like what you want. Being at the venue should be able to help you visualize the best way to appraoch the situation.
