You can probably hire a couple of neighborhood teenagers to move the chairs, and do all sorts of other random stuff like rounding up dirty glasses/plates, emptying trash cans as needed, and even helping guests make best use of limited parking spaces, and teenagers usually work pretty cheap. Your catering staff would probably also move those chairs.
