Hm, have you thought about getting a venue independently and having an outside caterer plan a brunch? If you provide some more details (the feel you're going for, if it's more formal or relaxed, nail down a bit of a location), maybe us DC bees can provide some better targeted responses!
Try Truman's in Clifton,VA. We went there for brunch once and it was really good.

Hi! I have become enamored with the thought of having a brunch wedding reception. We expect to have around 100 guests and am looking for a venue to have our wedding ceremony and reception (early stages of the discovery process). I haven't found a lot of information regarding brunch catering options at the various sites within our radius (Annapolis, Eastern Shore, Baltimore, DC, & Virginia suburbs). My fiance is a foodie so as long as the catering is great and for me, the venue is pretty and/or unique, we'll be happy! Please help!!
