What about borrowing or renting a few full size vans and hiring some college kids for the evening to make continuous loops between the venues?

So our church is about 15 minutes from our hotel and the reception site is only 5-10 minutes from the church. At first, we thought that people could just rent cars (most are OOT guests) and drive to both since we made sure to keep everything in the same area of town for convenience. But the more I think about it, the more I want to provide some kind of transportation for them. We're having an open bar and we want our friends to be able to make use of it and be safe (and I'm a stickler for not driving drunk!)
Anyway, our budget has no wiggle room and we can't afford to spend a lot on transportation - especially since I'm in Philly and the quotes I'm getting are ridiculous. Does anyone know how we could do this without spending a lot of money???
