I think if I was going to get married anywhere outdoors on the lake front, it would be the big concrete steps outside the Shedd Aquarium. No clue about permits. I would visit the Chicago Public Parks website.

Hall provide the backdrop for marriage ceremonies, performed on select Saturdays by judges from the Marriage Court of Cook County.
